In Microsoft Internet Explorer 7, you can bring up the Java Console by selecting the following menu item (assuming that the Java Plug-in is installed and enabled for IE):

Yes, IE 7 does have menu items! By default, the new IE 7 interface doesn't show them. To see the menu items, you have to explicitly turn on the menu bar.  Just right-click anywhere in the toolbars background, and select the Menu Bar menu item:
