Heat 1 Tbsp olive oil in a large skillet on medium heat. Add chorizo, and cook, leaving it alone for a few minutes, letting it crisp up, about 10-12 minutes.
Remove Chorizo from pan, and strain on a paper towel.
Keep drippings in skillet, and add another Tbsp of olive oil. Add chopped onion, and jalapeño, and cook for a few minutes.
Add garlic, cook for a minute or two, then add butter and flour. Mix well, and cook until the flour taste is gone, a minute or so.
Add milk, and evaporated milk, then spices. Cook until the sauce starts to thicken. Stir well continuously.
Remove from heat, add Chorizo and cheese. Place back on heat, and mix well until melted.
