C-Free may be downloaded from http://www.programarts.com/cfree_en/ . Click on the Download menu item at the top of the page, and you will be taken to the Downloads page. Be sure to read what it says, because you want to be sure that you download the free version of C-Free, not the trial version. You can download from that web page, or from other web sites, such as TuCows.com, or Download.com. The downloaded file, once run, invokes a standard Windows installation setup program. It is relatively painless. Note that it installs the MINGW GCC compiler, so you don't have to worry about what compiler to use with C-Free. If you then invoke the C-Free program (click on the icon it creates on the desktop), you will see the C-Free main window.
